The DCSSI (Central Information Systems Security Division) has succeeded the Central Information Systems Security Division, the State's focal centre for Information Systems Security, and was instituted by decree on 31 July 2001. It is under the authority of the General Secretary for National Defence.

It is a non-profit foundation created at the initiative of the Matisse Doctoral School of the University of Rennes 1 by a convention of private law between the Fondation de France and three companies: France Telecom R&D, Mitsubishi Information Technology Europe TCL and Thomson R&D France.
